Director of the Qingdao Sino-German Ecopark at Frey Architekten2016.06.15
A delegation from Qiangdao under the direction of Mr. ZHAO Shiyu, Director for the Management Committee of the Qiangdao Sino-German Ecopark and Mr. CHEN Xianghua, CEO of the Qingdao Jian An Group, visited the Frey Architekten office in Freiburg on May 21, 2016. The delegation received a warm reception by Wolfgang Frey (the owner of Frey Architekten und the Frey Group), Ms. Wang (partner for the region of China) and Dr. Bernd Dallmann, (CEO of the Freiburg Wirtschaft, Touristik und Messe, GmbH & Co.KG). In 2010 China and Germany signed a memorandum to collaborate in building the Qingdao Sino-German Ecopark. Since that time, the project’s development has received a great deal of international attention from an enterprise and political perspective.
The delegation’s visit served a twofold purpose: on the one hand, they wanted to learn firsthand about policy and urban planning from the city of Freiburg as Germany’s “capital eco-city;” on the other hand, they wanted to discuss the collaboration for moving the future expansion of the eco-park forward with Frey Architekten. Dr. Dallmann illustrated why Freiburg is considere the “capital eco-city” as the model city for sustainability: Freiburg residents recognized early on that promoting sustainable energy and individual conviction would benefit urban planning in the long-run. That’s why the citizens and the city administration stood behind their convictions and continuously made efforts to put their environmentally friendly ideas into practice. After almost forty years of experience, the city of Freiburg has shown that economic growth, innovative environmental protection, social justice and a high standard of living can emerge as a result of such efforts – and even reinforce itself. Following Dr. Dallman’s presentation, Wolfgang Frey provide insight into his nearly one-hundred year old family business in the area of construction and architecture. He explained to the delegation about his so-called five-finger-principle: ecology, economy, society, vision and motivation. Frey Architekten is the first company in the Freiburg area to use photovoltaic technology (starting already in the 1970s) in construction projects, showing how the company’s deeply rooted commitment to sustainability. Frey Architekten has been active in the area of research and the implementation of renewable energy for decades.
The intense exchange amongst the participants has strengthened the connection between the Sino-German Ecopark and the city of Freiburg. Both sides will build a platform for exchanging ideas and cooperating in the areas of renewable energy, traffic planning and low-energy houses in order to make the green and ecology sustainability of the Sino-German Ecopark a reality. At the same time, the Sino-German Ecopark requested Dr. Dallman’s services as an international consultant to further discuss future strategies.
During the beginning phase of the Sino-German Ecopark, Frey Archikten already completed the „Demao Commercial Multi-Building“. The blend of German concepts with an ecological touch found resonance with the client. With the fast development of the Sino-German Ecopark, “low carbon”, an important indicator, will be further integrated into the project. After the delegation viewed various passive and low-energy building projects firsthand, which had been individually financed, planned, built and managed by Frey Architekten itself, Sino-German Ecopark officially invited Frey Architekten to work further on the development of the ecopark. The hope is that the experience in planning eco-buildings, the modern German techniques in ecologically sound construction and the concept of sustainable living spaces will flow into numerous other construction projects in order to become a model project for sustainability.

The Sino-German Ecopark is located in the northern part of the development zone for commerce and technology in the city of Qingdao. It is a strategic cooperation between the Chinese and German governments that has been planned to encompass about 66 square kilomters long-term. After the five-year planning phase has been completed, the basic structure of the Sino-German Ecopark will have been development. After ten years a model city for ecological sustainability should emerge.
The Ecopark is not only an international highlight of Chinese and German cooperation, but also a landmark for low carbon environmental protection. It is a practical example of how the industry can evolve and is meant to be a futuristic park within an ecological society.
The Sino-German Ecopark has begun building around 13 million square meters of space. The entire construction project will be planned and built according to the Chinese standards for ecological construction. 1.02 million square meters is classified with 2 stars of green architecture while another 90,000 square meters is classified with 3 stars of green architecture. Based on these terms, the Sino-German Ecopark takes it a step further by introducing German technology for passive housing. After the planning phase is completed construction work will begin on the model zone for passive houses (around 1 million square meters), which is slated for completion by the end of 2030.
Qingdao Jian An Construction Group Co. Ltd.
Qingdao Jian An Construction Group is a large company with a nominal capital of 0.12 billion RMB Yuan. According to the standard as laid out by the Chinese Ministry for Building, it is certified as a general contractor for residential buildings class I, special purpose construction for foundations and basic infrastructure class I and the building industry for historic preservation class I. In addition, it also has numerous certifications according to the municipal construction standard class II. Due to its rapid development, the company has been named Qingdao’s top construction company several times.
The Qingdao Jian An Construction Group Co. Ltd has already developed two construction projects with the Sino-German Ecopark. The development model of public and private partnership (PPP) was used during the “International-Community“ project, something that has gained quite a bit of notoriety both in and outside of China. During the construction of the factory building that manufactures vacuum power switches, the EPC model was used for which the planning and engineering will be purchased and the entire production will be contracted out.
